The Global IT Rankings: Poland at the top with the best programmers in the world

With the development of technology, companies from all over the world are looking for the best IT professionals, and one of the key elements in verifying their skills are international rankings. Polish programmers have been at the top of global rankings for years, making Poland one of the most important centres for IT talent. Let’s take a look at the IT skills rankings to see which countries are leading the world and how Polish programmers compare to other nations.

Poland among best programmers in the world according to HackerRank

HackerRank is an internationally recognised platform that evaluates programming skills based on the performance of programmers in various challenges and competitions. The HackerRank ranks countries according to their performance in 15 areas such as algorithms, data structures and various programming languages. Depending on the specific domain, different countries achieve a variety of results and rank differently.

Why is this worth keeping in mind? Because depending on what kind of specialists your company is looking for, it may reach for specialists from specific countries showing more skills in a particular domain than others. Japan, for example, is ranked No 1 in the Artificial Intelligence domain, but in the other domains it does not appear at all or is ranked No 4 and No 5 at most.

Source: Programming Olympics by Hackerrank.com

In this ranking, China stands out in particular, ranking 1st in 3 domains such as Data Structures, Mathematics and Functional Programming. In the field of C++, France is in the lead, while in the field of Security, Ukraine is ranked 1st.

Polish programmers also rank high in this ranking. Poland appears among the top 5 countries for 6 domains, taking the following places: 1st place in Java, 2nd place in Algorithms and Python, 4th place in Tutorials and Shell, 5th place in Ruby.

Overall, when the average scores of each country in each domain are summed up limiting to the 50 countries with the highest number of developers on HackerRank, the ranking appears as follows:

Source: Programming Olympics by Hackerrank.com

The top 3 places belong to China, Russia and Poland, in order. What may come as a surprise, especially due to the number of developers from the selected countries, India and the USA are not in the top half of the ranking. The USA takes the 28th place, while India is ranked 31st.

IT competitiveness in emerging Europe

The Emerging Europe – Future of IT 2023 Report highlights the impressive IT landscape in Poland, which took several top spots in the ranking. The report provides a regional overview of the IT industry, taking into account talent access, economic impact, current business environment and growth opportunities.

In the IT Competitiveness Index, which provides an evaluation of each country’s level of competitiveness, Poland ranked 3rd right after Estonia with 1st place and Lithuania at No. 2.

Source: Emerging Europe – Future of IT 2023 Report

At the same time, Poland ranked 1st in the evaluation of the talent availability factor, highlighting the high quality of education, a broad talent pool, and competitiveness in the European market.

In which other rankings did Poland rank high?

#2 in the PISA Mathematics Ranking: Demonstrates the high mathematical skills of Polish students, essential for programming.

#2 in the TOPCoder Ranking: Indicates a strong presence in competitive programming.

#4 in the Global Cybersecurity Index: Showscases Poland’s robust capabilities in cybersecurity.

Europe the region with the greatest developers in the world

The HackerRank 2023 Developer Skills Report identified the regions that have shown the most growth and progress in recent years, while also identifying areas that have experienced declines.

Despite the overall rapid decline in 2020, which affected all regions examined, the EMEA (Europe, Middle East and Africa) and Latin America regions showed the greatest growth in recent years. Both of these regions not only recovered their losses, but also exceeded the expected levels of the index, surpassing earlier forecasts and showing dynamic growth.

The European market shows a high skill and talent pool of programmers. What is also important is price competitiveness. Hiring talent in Eastern Europe is associated with significantly lower operating costs and salaries compared to other countries. Salary costs in Poland are as much as 48%-64% lower than in other European countries or the US. The Czech Republic and Hungary also show lower costs at 39% and 63% lower than in other countries, respectively.

Source: Emerging Europe – Future of IT 2023 Report

Eastern European countries have earned a reputation as top destinations for IT Outsourcing. In the global ranking of General IT Outsourcing services, Poland ranks 3rd right after India and the Philippines, respectively. Of the European countries, the Czech Republic ranked 7th, Estonia 12th and Romania 13th.

Top programmers for each technology

Based on data from HackerRank, it is possible to analyze the popularity of different programming languages in different countries. The chart illustrates that Java is the most widely used programming language in the world. In countries such as Japan, Chile, Brazil, Mexico and Colombia, Ruby is particularly popular. C++ is most popular in Malaysia and Pakistan.

In Poland, Java also dominates the popularity ranking, with C++, Python and SQL enjoying similar interest. Ruby, on the other hand, is less popular in Poland compared to other programming languages.

Source: Programming Olympics by Hackerrank.com

English language skills as a key asset for greatest programmers

The global IT market requires not only excellent technical skills, but also fluency in English. In the global ranking of the EF English Proficiency Index (EPI), which measures English proficiency among adults, #1 Netherlands, #2 Singapore, #3 Austria lead the way.

Poland also ranks very high with 13th place among 113 countries worldwide. This is especially important in the IT industry, where most technical documentation, communication in international teams and project documents are done in this language.

Fluency in English gives Polish programmers a huge advantage in the international market. Technology companies looking for specialists on a global scale often pay attention to the ability to communicate in international teams, and Poles excel in this regard in many other countries.

Source: EF English Proficiency Index (EPI)

Why invest in Polish programmers?

Hiring and investing in Polish programmers provides a combination of high technical skills and cost-effectiveness. The impressive performance of Polish professionals in international rankings confirms their exceptional quality of talent. In addition, the cost of hiring skilled programmers in Poland is significantly lower compared to Western Europe and the United States, providing excellent quality-to-price ratio. What’s more, Poland’s high level of English proficiency ensures smooth communication and integration with international teams. These factors make Polish programmers a very attractive option for companies looking to increase their technological capabilities while optimizing their budgets.

IT Recruitment in Poland: Effective recruiting for your company

ITSelecta offers outsourcing recruitment services in Poland for companies in a wide variety of industries, providing a positive experience for our clients. We work with software development organizations, startups, fintechs, BPOs and SSCs, always striving to meet all of our clients’ expectations, which is marked by positive feedback from them. We are a recruiting partner that provides our clients with the most qualified candidates for their teams in Poland and abroad.

Success in recruiting top IT talent for microcontroller development project

Recruiting top talent can be a major challenge, which is why many companies opt for the services of companies like ours to find the best specialists in the workforce. One of our clients, a multinational electronics and semiconductor manufacturer, decided to use a recruitment service to find the best candidates among whole talent in Poland.

The cooperation was born in 2019 to provide Embedded engineers for a microcontroller-related project for the company’s office in Prague. The reason why the company decided to turn to our team was the difficulty of recruiting talent in this part of Europe, and ITSelecta has the ability and capacity to recruit top talent from many countries ready to relocate.

The goal of the project was to fill 3 positions in the in-house microcontroller development team to enrich the team consisting of a team leader, engineers and a security manager.

The client decided to work with ITSelecta thanks to a referral from another company that was satisfied with working with us and recommended ITSelecta as reliable recruiters.

Providing an excellent experience in recruiting in Poland

The right talent was successfully recruited for the open vacancies, which resulted in the company gaining 3 experienced developers for its team. As a result, the company was able to move on to the next phase of projects much faster than before.

The client praises ITSelecta’s workflow. In the eyes of the client, the candidates that our team proposed met expectations and were motivated to join the company and ready to relocate. What impressed the client the most was the efficiency of the recruitment method.

The client is satisfied with the cooperation and did not find areas for improvement. In his opinion, the cooperation was good and effective and he is happy to recommend ITSelecta to other clients who are looking for the right talent in the market.

Leaving one’s own country is a very important decision. Calling another place “home,” a place where we didn’t grow up and where we might arrive without knowing anyone, can be a tough and formative experience and, at the same time, a challenge to oneself.

People who had chosen to live in Poland, foreign country, and perhaps develop a career in a nation that has been a member of the European Union since 2004. An economy growing faster compared to other countries: the only country with constant growth that had almost no economic slowdowns (excluding the COVID-19 period).

The data on Ukrainian presence in Poland dramatically increased after February 24, 2022, the cursed day when Russia invaded Ukraine. According to the site statista.com, over 18 million Ukrainians crossed the Polish borders (mostly women and children), and according to European Council data, about a million stayed in Poland.

DEMOGRAPHIC IMPACT IN UKRAINE

Estimates by Ella Libanova, one of the most respected Ukrainian demographers working at the national scientific academy, suggest that the population had reduced from about 40 to 28 million, considering both those who left the country and those who lost their lives in the conflict.

But why did so many Ukrainians choose Poland? Surely, the fact that Poland borders Ukraine, is similar linguistically and in some cases culturally, were determining factors in the choice. Beyond these aspects, both Poland and Ukraine are well known for being centers of excellence in the IT sector, especially for IT outsourcing.

From the sad day of the Russian attack, I have spoken to many Ukrainians who have told me their stories. Stories that, in many cases, also concern their work.

WORKING ABROAD: A BUSINESS CONTINUITY PLAN THAT SAVES EMPLOYEES

Among the companies that were forced to expand their operations in Poland is the case of Eleks, a well-known IT outsourcing company employing over 2,200 employees, created by a family of engineers in the same year as the establishment of the Ukrainian state: 1991.

One of the stories that struck me the most is that of Olga Afanasyeva, who until February 2022 was responsible for the Kyiv office (written with the Ukrainian “Kyiv,” not the Russian “Kiev”: for Ukrainians, it is an important distinction to mark that they do not belong to Russia), and now also directs the Polish office in Krakow, where she lives. From the first day of the conflict, she has tried to help not only her family and friends but also her colleagues in the process of transferring to safer places abroad (like Krakow or Split, where they opened new offices) or to western Ukraine (considered less dangerous). The relocation from Kyiv involved not only people but also the mascots of the Eleks office in the Ukrainian capital: the rabbit Lola and the spider Matilda.

Additionally, utilizing project management and logistical coordination skills, Olga has also focused on finding the most diverse and necessary products: from long-life food supplies to first aid kits.

Interestingly, her company had already developed a business continuity plan which, envisioning the most tragic scenario that then occurred, encouraged employees to move to Poland or Croatia.

Working in IT recruitment, I have occasionally met Ukrainian citizens who had relocated about a month before the conflict began. Now I understand better why.

Olga Afanasyeva Head of Poland and Kyiv at Eleks. Photo credits – Kristina Parioti

Olga smiles when she recalls the solidarity received from people in various ways. Even the company’s clients, located in different parts of the world, have been very empathetic towards Eleks employees, offering their homes or those of other people in their network to host the refugees.

Moreover, in Poland, various associations contacted her on LinkedIn offering to support the company in legal consultancy or providing practical information for settling in Poland: the sense of “extended community” had led companies and individuals from various sectors to try to help—each with their own resources—those in need.

MANAGEMENT UNDER THE BOMBS

Describing an event of such strong emotional impact in a rational way is neither simple nor immediate.

Afanasyeva emphasizes the importance of work, also seen as a tool to avoid thinking, at least for a few hours, about the war and the terrible situation in which family and friends find themselves. In such a situation, even weekends, which are normally considered a time of rest and relaxation, become a moment to think about the tragic events affecting one’s homeland. The war has unpredictable and multifaceted consequences on people.

Besides working in offices, for Olga and her colleagues, work continued wherever programmers had access to a computer and an internet connection. In this sense, the lockdown was good training to then work remotely in a war zone. Olga highlights how, even with air raids overhead and enduring high levels of stress, almost everyone managed to keep working.

This was also thanks to the psychological support offered by the company: “All our employees are entitled to it, in individual or group sessions. Even we managers, who have to manage people, are working with an excellent psychotherapist originally from Dnipro (one of the areas most affected by attacks), who often comes to our offices to conduct workshops and help us manage the situation better”.

WHEN EXILE BECOMES ANOTHER HOMELAND

Unfortunately, the stay abroad that Ukrainians hoped was temporary is becoming forced. Even if the war were to end tomorrow, which, sadly, will not happen, many are convincing themselves to remain beyond Ukraine’s borders. Small changes in behavior testify to this sad realization: for instance, some of Olga’s acquaintances residing in Poland have recently signed a car insurance contract for an entire year when they used to renew it every three months.

It will be hard to return to some areas of Ukraine (like the south and the eastern border) because they have been ravaged by Russian ordnance, and some parts of the country will need to be cleared of mines.

The Russian invasion has forever, and in a terrible way, changed the lives of millions of people. Its consequences are destined to last a long time, with effects that perhaps even the work’s woven fabric cannot hope to fully mend.

Three ways to promote company culture

Culture has always been the intangible string that determines whether or not employees will flourish within a company. The impact of culture becomes much more pronounced as businesses begin to grow and scale. But how can companies foster a positive culture, and how do they tell prospective employees that they have what they’re looking for in an employer?

There’s no rulebook on how to do these things, but there are ways that will help put companies on the right track.

Go Beyond The Scope

A great way to disengage employees from the company is to only value them for their output. Pragmatic businesses often fall into the trap of not caring about their employees as people and judge their worth from their quarterly stats.

It’s easy for employees in such environments to feel dispensable and therefore less secure about their financial stability. While business owners can, and are encouraged to, focus on results, bluntly putting only that as the priority won’t inspire any kind of loyalty.

Go beyond the scope of work and foster support systems that cover other aspects of employee life. Taking interest in an employee’s development outside their job description can do wonders for their confidence and engagement with the company.

Encourage Locality

Multinational companies often have the problem of staffing their remote locations for a variety of reasons. Some may find it difficult to do, but the best thing to do in such situations is to hire employees from those same localities.

We recently worked with a company that had similar staffing problems and they recounted their experience in this Clutch review:

Several top rated companies gain more support when they do this because finding work near your own location is uncommon. Employees who find themselves in such a positive situation will work harder to preserve it.

Provide Career Roadmaps

Most employees don’t see themselves doing the same thing for the rest of their lives. The job they’re applying for is just a starting point for something better, and companies aren’t as aware of this as they should be.

Provide employees with a general career roadmap upon recruitment and that will accomplish two things. First, it will provide them a clear throughline goal to work towards for the durations of their stay. Second, it shows that the company is well-organized and a good investment to gain experience from.

Nowadays, it is believed that there is no more need for learning new languages since we can use apps to translate everything or English is sufficient enough. However, in a working environment, this statement seems to be false. Here you can find reasons why languages play a very important role in the job market.

1. Language unifies people in a company and creates communities. This is also noticeable in every country – You belong in the country whose language we speak of. The same analogy works for international companies with multilingual job positions. When you speak more than one language, you belong to more communities and you can expand not only your international network but also your personal environment.

2. Multilingual workers are considered more efficient workers. Language skills show your commitment to expanding your horizons and your motivation. Learning languages by itself will improve your soft skills and mental health.

3. Knowing more than one language is a very prestigious skill. The more skills and experience you have in your CV, the better. This also applies to languages. Just having languages above the B2 level is so much more prestigious than any other skill. In a lot of cases, companies prefer multilingual employees because it shows the development and globalization of the company and the comprehension of the need for different markets.

4. Language bonus. The more languages you know, the more you earn. Many companies offer this appealing bonus to attract more employees. It is a good reason to improve your language skills so you can have more benefits.

5. Easy access to the job market. It is easier and faster to find a job when you know more languages. You’ll have a bigger variety of opportunities to choose from. Also, a multilingual specialist is believed to be a more efficient and communicative person.

6. One language is not enough. Nowadays, people who speak only English are less desired in the job market. It is harder to find a job that will be satisfying in many aspects. Also, English is taken for granted and it’s a skill that everyone needs to have. In fact, it is now a requirement in almost every company.

7. Better communication among colleagues. In a lot of workplaces, the international environment is a very common thing. Consequently, there might be more problems in intercultural communication. To avoid this kind of issue and to gain more friends during a conversation, it is better to speak more languages. Not only to communicate with natives but also to understand their cultures and reduce misunderstandings.

There are many more reasons to learn more about languages and other cultures, it can also be for pleasure. It is good to find a common goal and unite hobbies in a professional environment.

Focus on Eastern Europe: Why is Poland your best choice for IT outsourcing in 2020?

Where can I outsource my IT project?

Where can I find the best outsourced IT developers?

To answer these questions, first of all, we will list the factors you should have in consideration before choosing the destination of your IT project.

PRICE – QUALITY

You should analyze the costs of the contract, the team, the resources and the technology you will need to develop your project, without forgetting to pay attention to the expertise of the team you will choose and the quality of their outsourcing services.

COMMUNICATION

The ease of communication is the key to success when deciding to outsource a project. The location of the country you choose, the lack of cultural barriers, overlapping working hours and trustworthiness. All these aspects will make the difference between the right and the wrong destination for your company.
Once you analyzed all the factors above, it´s time to understand why Poland is your best choice for IT outsourcing.

QUALITY

The aim of IT outsourcing is not to find the cheapest IT workers, but the ones who offer the best price to quality ratio. First, let´s check Poland´s quality offer.
HackerRank, a technology company that ranks the ability of programmers in several countries to compare their IT skills, checked the skills of programmers from 50 different countries in Europe, Australia, Asia and America. The results were the following:

“If we held a hacking Olympics today, our data suggests that China
would win the gold, Russia would take home a silver, and Poland would nab the bronze.”

Poland was outstanding in most of the tests to check the programmers´ speed and accuracy, so the quality offered by this country is not questionable. Poland counts on highly educated IT professionals, and their universities, being aware of the benefits of having a good-quality pool of developers, are implementing and improving their programs to form their talents in the best way.

COSTS

Now that we better understand the quality of Polish developers, let´s analyze the costs of outsourcing here.

The average cost per hour for a Polish developer, according to Agile Engine, can be between 31 $ and 50 $ per hour depending on their experience and the level required for the position, while a QA can cost 33 $ and an architect around 59 $.

Keeping this in mind, we can consider Poland as one of the most cost-effective countries, and it is easy to have a good budget-control.

ECONOMY

After the fall of communism, the Polish economy started to grow in a significant way, and today it is considered to be one of the most stables around.

According to Bloomberg’s top-50 most innovative economies, Poland is the #22. Thanks to this information, there´s no need for extra-worrying about economic crisis or political instability. Poland develops the IT industry as one of the main bases of its economy.

The EU economy grows fast and increases the need for the workforce, and Poland offers the biggest number of working places in Central Europe because over 118,000 IT specialists work here.

The main destinations in Poland for outsourcing are Warsaw and Krakow. In addition to all these benefits, Poland operates inside the EEA economic zone, which is very convenient for the legal aspects of the outsourcing arrangement.

LACK OF CULTURAL BARRIERS

Considering cultural compatibility an essential aspect to have comfortable communication between your company and the outsourcing team, we have to take into account the distance and the cultural barriers we may have with our outsourced team.

Even if Asia has cheaper workers per hour, it is easier to communicate with a European team.

Poland is in the centre of Europe, and with this strategic location we can observe some advantages: they have been influenced by so many different cultures, which means they are open-minded and have a wide experience in doing international business.
Thanks to this, comparing the time zone of Poland to the Eastern Standard Time, we can see that there are at least 5 overlapping hours of work per day, which makes the communication much easier.

In addition to this, it enables visits to the potential contractor on a regular basis. We can highlight that among IT students in Poland 94% are able to speak English fluently.

Actually, Poland has a 2019 EF English Proficiency Index score of 63.67 and is ranked #11 among 80 countries in the world.

Partner companies like ITSELECTA are in charge of contacting and selecting the right IT outsourcing team here in Poland to give you the guarantee that your project will accomplish with the deadline and the budget you set. After explaining all your requirements, we will select tailor-made developers for your project and make sure you will have the needed support during the whole process.

by Alessandro Lombardi

I like reading. When I read, I can feel my skills, knowledge and horizons expanding. For me, reading is a way of challenging my existing patterns of thought and learn new things. Another way to achieve this is by joining a community.

The ‘Community Manager’ book

You will find many interesting insights on this subject in one of the best books I read last year, ‘Community Manager’ (available in Italian only for now) at Amazon.

This book, written by two Italian community managers, Osvaldo Danzi and Giovanni Re. Osvaldo Danzi is the founder of the thriving business community FiordiRisorse and is also a senior recruiter, author and influencer in the Italian HR landscape. Giovanni Re is the community manager of Artigiani Digitali; another vibrant group. He’s also a researcher and lecturer in the area of visual communications and digital craftsmanship.

The book presents a series of diverse communities and explains the strategic role of the community manager in each. This is enriched using real-world examples and case studies. We’re shown that, even in a world where communications are delivered via digital platforms, newsletters, mailing list or bots, the essence of any organization is always its people. They are the key to the success of a community that shares common values and interests, and that the person driving it also usually influences it.

Back when Osvaldo was writing the book, he was looking for practical examples to incorporate. I thought it would be a good idea to give him my contribution, an introduction to the start-up community in the city where I have lived for over nine years, Krakow.

Not everyone knows that this city, located in Central Europe, is one of the leading destinations for corporate outsourcing and an excellent place for start-ups, energized by an active community.

The Krakow startup community #OMGKRK

As a member of #OMGKRK (the name used by the foundation connecting the Krakow startup community) I thought I could not miss the chance to interview one of its founders, Richard Lucas, an entrepreneur and investor. As usual, whenever I interact with him, I learnt a lot (I’ll quickly take this opportunity to thank him for all the great insights he has provided me with).

During the interview, he mentioned some examples of the events he organizes, such as OpenCoffee and Krakow Enterprise Mondays. With both events, the most significant value provided is meeting other attendees in person.

The OpenCoffee event

If waking up early is not a problem and you enjoy meeting new people, OpenCoffee is an excellent event for you. Here, entrepreneurs, students and others interested in startups can network. As stated in their Facebook description: “We make sure that, whenever a young person from a less supportive background or country finds the courage to join our meeting, they see that we are glad they came. We always warmly welcome their effort and contribution.”

The Krakow Enterprise Mondays event

In contrast, Krakow Enterprise Mondays is a pro-enterprise meetup that happens in the evening, after standard working hours. Here, students can encounter entrepreneurs and alumni who have gone into business, within a friendly and informal setting.

When attending one of these events, you can benefit from many things. You have the chance to learn something new, improve your knowledge, get some validation of your idea, get a new job, find resources for your company, business partners, investors, inspirations or, lastly, inform people of that event you are organizing.

The book suggests not focusing entirely on your interests but, instead, think about what you can offer people and focus on relationship rather than transactions. Avoid asking for something before giving. The key is to be eager to help people and, in the future, they may find ways to help you.

Something I can add to this is, that when networking at this kind of event or in general, it is better to prioritize quality over quantity. Don’t worry how many people you interact with but to make sure your interactions with them count.

The Fior di Risorse community

Even if Poland and Italy are not close neighbors, we can identify many similarities between #OMGKRK and the Italian business community that Osvaldo founded circa ten years ago, Fior di Risorse (full name Fior di Risorse “Persone al Centro”, or “People at the Center”).

Being a proud member of both communities, I have gained a lot from both. Looking back, I see that attending these communities’ events allowed me to challenge my existing patterns of thought and help me to learn many new things! And I met new friends, found suppliers and inspirations for life.

As written in Community Manager “when you are looking for a job or business partner, the likelihood of success is strongly related to your skill in creating the right network over the previous four years, before it was needed.” This reflects Dr Cialdini’s principle of reciprocity when you provide value to others, and then you can have it back. “There is an obligation to give, an obligation to receive, and an obligation to repay.”

Being an active part of a community may help your business and be an opportunity to build your credibility. As Dr.Cialdini says: “People will do business with people they know, like and trust based on your knowledge, your creativity, and your credibility.”

My recommendation

Even from my limited perspective, I heartily recommend anyone to join a community that has a good fit to your goals and needs. You will not regret it! It will almost certainly boost your efficiency and effectiveness when on your entrepreneurial journey.

And as the Fior di Risorse’s motto says, even in a digital world “people are always the center”.
